Bali Airport Baggage System – New Baggage Systems At Bali Airport Reduce Queue Times For Tourists

Bali Airport has long committed to improving its facilities for travelers. To make the airport terminal more accessible and inclusive, Bali Airport is constantly improving by employing new technologies to reduce queuing and improve efficiency. 

The team at Bali’s I Gusti Ngurah Rai International Airport has shared an update on the new baggage check system that was introduced in July.

The new system was designed to help speed up check-in times, improve security, and improve passenger comfort. Management is happy to announce that the upgrades appear to have ticked all three boxes in just a few short weeks. 

Previously, baggage inspection happened upon entry to the terminal buildings, prior to check-in with airlines. Upon arrival at the terminal building, passengers had to place all of their baggage, including checked and hand luggage, through X-Ray scanners.

Now, the checked baggage checks happen at check-in, and the hand luggage checks happen at security.

Speaking to reporters, the General Manager of I Gusti Ngurah Rai International Airport, Ahmad Syaugi Shahab, explained that this change was taken as part of an effort to reduce interaction points or touchpoints with passengers, especially those that have the potential to cause queues.

His teams are committed to creating a seamless journey for all airport service users, and it is now proven from a security perspective that international passengers do not need to go through the inspection or prescreening process at the entrance of the departure terminal. 

Shahab told reporters, “We assess that with the implementation of this system, the inspection of people and checked baggage becomes more effective, but while maintaining full aspects of flight security. What is also important is that the passenger travel time becomes shorter.”

He explained that after passengers report at the check-in counter, the passengers’ luggage is immediately checked using the Multi-View Dual-Energy (MVXR) X-ray machine installed in the Hold Baggage Screening Check Point (HBSCP) area. This machine is designed to be able to detect dangerous objects more accurately than previous devices. After this, the passenger and cabin baggage checks are carried out in the Passenger Security Check Point (PSCP) area before entering the departure waiting room.

Shahab told reporters, “The passenger and luggage inspection is only enough once, before entering the waiting room area. A similar system is said to have been first implemented in the domestic departure terminal.”

He added “”This program is a security measure regulated in international aviation safety standards as stated in the annex 17 Doc 8973 amendment document and also the Decree of the Minister of Transportation of the Republic of Indonesia Number KM 39 Year 2024 regarding the National Aviation Security Program.”

It is all part of a wider mission to keep passengers moving seamlessly through the airport, both on arrival and at departure.

Bali Airport currently sees, on average, 31,000 passengers a day, which can easily rise to 60,000 in the height of the peak season or during religious holidays. 

Shahab called on travellers to continue to cooperate with airport and airline staff to ensure that Bali Airport remains a safe and comfortable place for all.

He concluded, “We want to appeal to the public to pay attention and comply with the flight rules. Avoid carrying items that are prohibited from entering the baggage, such as power banks or other objects that use lithium batteries, electronic cigarettes, and other items, as regulated in the flight requirements, because flight safety is the responsibility of all of us.”

Bali Airport has also been on a mission to improve accessibility and inclusivity throughout the airport buildings. In a recent social media post, the airport team gave updates about accessibility features that all passengers can benefit from, including priority chairs, wheelchair services, accessible bathrooms, a dedicated Special Needs Counter, and dedicated drop-off and pick-up zones for those with accessibility needs.

Bali Government Gives Green Light To Major New Roads

Bali’s Governor Wayan Koster and other provincial leaders have given the go-ahead to fund a new underpass in one of the island’s most congested traffic areas.

The new underpass will be built at the McDonald’s Jimbaran Intersection and is set to change the game for both local residents and tourists.

The Badung Regency Government, with the support of the Bali Provincial Government and the Central Government, is set to transform the McDonald’s Jimbaran intersection into an underpass integrated with the South-West Ring Road to help ease traffic congestion in southern Badung.

The areas set to see the biggest benefits from this project are Jimbaran, Kuta, and Uluwatu. One of the biggest impacts is expected to be observed at the Nirmala-GWK intersection in Ungasan, close to the resort area of Uluwatu. The new underpass intersection will also impact traffic flow through to Sanur, Nusa Dua, and central Denpasar.

The project was given the final green light from the authorities on Monday, 4th August, and is set to be formally started in 2026. The update was confirmed by the Regent of Badung, Wayan Adi Arnawa, when delivering a speech on the Government’s Response to the General Views of the Factions regarding the Draft Regional Regulation on the 2025–2029 Badung Regency Universal RPJMD. 

Regent Arnawa announced, “The plan for the Jimbaran McDonald’s intersection underpass has been coordinated with the Road Agency (BBPJN East Java–Bali) and the Director General of Highways (Ministry of Public Works).”

Regent Arnawa confirmed that he has received direction from Bali Governor Wayan Koster to immediately execute the Jimbaran McD intersection underpass plan. Koster’s order was for the construction plan to be accommodated in the 2026 Regional Budget because it is included in the priority work of the Bali Provincial Government.

He shared that the Jimbaran McDonald’s Intersection underpass plays a crucial role in supporting the South-West Ring Road Project in Benoa, Ungasan, Kutuh, Pecatu, Jimbaran–Kerobokan, Tibubeneng, Abiansemal, which is set to be completed by the end of 2026.

Regent Arnawa explained that the intersection and underpass network must be given close attention to ensure that the traffic flows effectively from all angles at all times.

He shared, “The legs of the ring road must be given attention. Don’t let the road on the west ring be smooth, but when it reaches its legs at Simpang Kali, also at the Jimbaran Intersection, there is congestion.”

Regent Arnawa revealed that the Badung Regency Government alone has assigned IDR 100 billion for the project, with more funds generated from a number of sources from different levels of government.

He shared, “Hopefully, it will happen. We have prepared a budget of IDR 100 billion, the province will provide IDR 50 billion, and God willing, the central government will provide IDR 200 billion. So, hopefully, we can realize the Simpang McD underpass by 2026.”

It is not only big changes happening in Jimbaran, but over in Sanur and up in Ubud too. Local leaders in Sanur have been changing the way traffic flows within the resort area and around the Sanur Harbour area, too.

Spokesman for the Sanur Traditional Village, Ida Bagus Oka Widiadnya, told reporters that two new lanes have been opened to help manage traffic flow in the Matahari Terbit Beach and Bangsal Beach areas. 

He told reporters, “From the direction of Kuta, Canggu, and the Bukit or the west direction, you can go straight to the Warung Mak Beng route, from there, there is a drop zone to the port. From the east, Gianyar, Ubud, Karangsem, and others can enter through Jalan Matahari Terbit to the port, which can reduce congestion.”

Up in Ubud, leaders have this week confirmed that a major road widening project will be launched to help tackle traffic congestion at the Arjuna Statue Intersection.

The planned widening of the road is 3-4 meters, which can only be achieved by demolishing a number of buildings on Ambengan Street, including Bale Banjar Ambengan.

Bali Immigration Officers Wearing Bodycams

The Indonesian Minister for Immigration, Agus Andrianto, has confirmed that he has ordered the deployment of the Bali Regional Immigration Patrol Task Force, known as Satgas.

The task force will be deployed in top tourism destinations across the province to crack down on unruly tourists visiting the island. 

Speaking to reporters, Minister Andrianto explained that the deployment of the Immigration Patrol Task Force in top Bali tourism destinations is an implementation of the direction of President Prabowo Subianto. He told reporters that President Prabowo Subianto wants the security situation in Bali stabilized, especially since it is the flagship tourism destination of Indonesia.  

Minister Andrianto shared, “The establishment of this Immigration Patrol Task Force is a follow-up from the President’s direction to ensure stability and security in Bali as one of Indonesia’s main tourist destinations.”

A deployment ceremony was held at Benoa Port this week. The ceremony was attended by 500 officers from Immigration and Correctional Agencies, the army, Bali Police, the Pamong Praja Police Unit (PP), and pecalang. As confirmed by Minister Andrianto, the legal basis of the Immigration Patrol Task Force is Law Number 6 of 2011 concerning Immigration, Article 66 paragraph 2 letter b, Indonesian Government Regulation Number 31 of 2013, Article 181.

Minister Andrianto explained that the  Bali Regional Immigration Patrol Task Force will be formed of a team of 100 on-the-ground officers who will be available to provide a rapid response to any foreigner reported to be breaking the law, disturbing public order, or disrespecting local culture. 

He went on to explain that each officer on patrol will be fitted with a safety vest and a body camera. The Immigration Patrol team has been given official immigration department vehicles, including motorcycles, to conduct their patrols. The teams will be deployed across ten strategic locations within the jurisdiction of the Ngurah Rai and Denpasar Immigration Offices.

In North Kuta, teams will be deployed in Canggu, Seminyak, and Kerobokan. In Denpasar, teams will be deployed around Sanur’s Matahari Terbit Beach and Benoa. In Pecatu, officers will conduct patrols in Uluwatu Beach and in Bingin Beach, as well as Mertasari Beach. Patrols will be conducted in the resort area of Kuta, Nusa Dua, and throughout Ubud. 

Speaking during the deployment ceremony, the Acting Director General of Immigration, Yuldi Yusman, explained that the commanders of the task force team would patrol in the zones prone to immigration violations. Then the patrol schedule will be applied periodically and randomly.

“Patrol Officers will patrol the predetermined route, especially in areas prone to immigration violations or areas where [international tourist] activities are concentrated. The patrol movement schedule is carried out periodically and randomly to avoid predictable patterns.”

He added, “In the future, we will continue to activate similar operations, both on a local scale, such as the Task Force’s routine patrol, and on a national scale, such as Wira Waspada. This is to help maintain the stability of national security, provide a preventive effect so that violations do not occur, and maintain public trust in immigration.

In April 2025, in the weeks following his inauguration, Bali Governor Wayan Koster announced that he, his provincial government, and related agencies would be taking a ‘no mercy’ approach to foreigners found to be breaking the law or distracting Balinese culture. 

Data from the Directorate General of Immigration shows that teams carried out immigration administrative actions (TAK) in the form of deportation of 607 cases and detention of 303 cases from November to December 2024, nationwide.

This number increased rapidly from January to July 2025, with 2,669 deportations and 2,009 detentions nationwide, with a sharp rise in the number of cases recorded in Bali. 

Speaking on the 14th April 2025, Governor Koster announced, “Today is the first momentum for me as Governor to take firm and tough action against foreign tourists who behave badly while in Bali Province.”

So there is no mercy, and we hope that the deportation carried out will be a lesson and a warning to all foreign tourists visiting Bali to obey the law, and respect Balinese culture and local wisdom.”
